Democratic Rep. Ilhan Omar is sharply criticizing a dramatic increase in federal law enforcement presence in the Minneapolis area, calling it an unnecessary escalation that has created fear and confusion in immigrant communities.
Appearing on Face the Nation on Sunday, Omar denounced what she described as an aggressive deployment of federal agents targeting Somalis and other immigrant groups in the wake of a large-scale fraud investigation. The Minneapolis region now has one of the largest concentrations of Department of Homeland Security personnel in the country, with more than 2,400 federal agents operating in and around the city — more than double the number of local police officers, according to officials. Federal authorities have indicated that hundreds more agents could be deployed in the coming weeks.
“This level of federal presence is unprecedented for our city,” Omar said during the interview. “It is sowing confusion and chaos in communities that are already anxious.”
The surge, coordinated by United States Department of Homeland Security and other federal agencies, comes amid an expanding investigation into an alleged fraud scheme that federal prosecutors estimate could ultimately cost taxpayers more than $9 billion. Authorities say the operation involves misuse of public funds across multiple programs and requires significant manpower to investigate complex financial transactions and enforce immigration laws where necessary.
The administration of former President Donald Trump has defended the move, arguing that the scale of the alleged fraud demands an equally large federal response. Officials say the deployment is not aimed at any specific ethnic group but is instead focused on rooting out criminal networks and ensuring accountability.
“The surge has been necessary to conduct both immigration enforcement and to investigate a growing fraud scandal in the state,” federal officials said in a statement. They emphasized that the goal is to protect taxpayer dollars and uphold federal law.
Omar, however, painted a different picture. She said the visible presence of thousands of federal agents — many in tactical gear — has created anxiety among law-abiding residents, particularly within the Somali-American community, which is one of the largest in the United States and heavily concentrated in the Minneapolis area.
“Our community feels targeted,” Omar said. “When you flood neighborhoods with federal agents, when you see vehicles and officers everywhere, it does not feel like a focused investigation. It feels like intimidation.”
The congresswoman argued that while fraud must be addressed, enforcement actions should be carefully targeted and transparent to avoid stigmatizing entire communities. She expressed concern that immigration enforcement activities intertwined with the fraud investigation risk broadening the scope beyond individuals directly implicated in wrongdoing.
In response to Omar’s comments, White House spokesperson Abigail Jackson issued a pointed statement Sunday. “It is not surprising that the congresswoman appears more concerned about Somali fraudsters being held accountable for their crimes than she is about the massive fraud taking place,” Jackson said.
That remark immediately intensified the political clash. Supporters of Omar called the statement unfair and inflammatory, arguing that it mischaracterizes her position. They note that Omar has repeatedly said criminal activity should be prosecuted but insists enforcement should not unfairly impact innocent residents.
Critics, meanwhile, say the congresswoman’s comments risk minimizing the seriousness of what prosecutors describe as one of the largest fraud schemes in state history. Federal authorities have alleged that funds intended for public benefit programs were diverted through shell organizations and fraudulent claims, prompting a sweeping investigation involving multiple agencies.

Local leaders have expressed mixed reactions. As the investigation continues, the political debate is likely to intensify. The administration insists it is pursuing accountability and enforcing the law. Omar and her allies argue that accountability must be balanced with fairness and community trust.
